American Samoa Department of Health and Social Services
Since 2004, the Partnership has provided grant writing, program evaluation and training services to the Territory of American Samoa. The Partnership is currently supporting the Territory’s successful implementation of initiatives through the American Samoa Department of Human & Social Services (DHSS), including evaluation and technical assistance services to Prevention Fa’a Samoa, a U.S. Center for Substance Abuse Prevention-funded Strategic Prevention Framework State Incentive Grant (SPF SIG) ; O le Li'o o le Alofa (Circle of Love), an U.S. Administration for Children and Families Healthy Marriage initiative; and a Drug-Free Communities Support Program initiative being implemented by a local substance abuse prevention community coalition.
American Samoa Community College
The Partnership is also conducting program evaluation for the American Samoa Community College 5-year GEAR UP Samoa program, which is working to increase to number of students prepared to enter and succeed in post-secondary education.
Republic of the Marshall Islands and the Federated States of Micronesia
The Partnership is working with the Republic of the Marshall Islands (RMI) and the Federated States of Micronesia (FSM) to create a Screening, Brief Intervention, Referral and Treatment (SBIRT) model. The SBIRT system in both RMI and FSM will broaden the scope and reach of substance abuse and mental health services for youth and adults and build on-island capacity to conduct screening, intervention and treatment in existing primary/behavioral health care and school settings. The Partnership has a resident staff person on-island in Majuro in the Republic of the Marshall Islands to design, implement, and monitor an SBIRT model of service delivery; train RMI-based behavioral health, primary care, school-based and other identified staff to implement the various aspects of SBIRT. Partnership services in RMI and FSM include: SBIRT model design and development; on-island training in the SBIRT model, Motivational Interviewing (MI), and Community Reinforcement Approach (CRA); ongoing clinical support and SBIRT skill building; and project coordination and monitoring.
